The Phoenix police officers involved in the arrest of an out-of-control passenger at Sky Harbor airport who later died in custody did not break any laws and will not be prosecuted, Maricopa County Attorney Andrew Thomas said Thursday.
Thomas said his office reviewed a Phoenix police report into the death of Carol Gotbaum, as well as photographs and a photographic re-enactment of the death and autopsy reports by the County Medical Examiner's Office. The case was looked at by the County Attorney's in-custody review committee, consisting of veteran prosecutors.
Gotbaum, 45, died in police custody on Sept. 28 at Phoenix Sky Harbor International Airport after she was shackled and left alone in a holding cell.

NYPD Officers Michelle Anglin, 37, and Koleen Robinson, 24, were charged with assault, gang assault and criminal possession of a weapon for the Williamsbridge beatdown.

A Texas State University student who waited to get a speeding ticket while his girlfriend's dog died in her arms has filed a formal complaint with the San Marcos police over the Aug. 5 incident.
Krystal Hernandez was holding her ailing teacup poodle, Missy, while her boyfriend, Michael Gonzalez, raced south on Interstate 35 — allegedly hitting 95 mph — toward a 24-hour veterinary clinic in New Braunfels.
After their car was pulled over sometime after midnight, the couple said they were kept waiting for 20 minutes by Officer Paul Stephens before he issued the ticket, despite their desperate pleas.

Chinese police roughed up a British TV crew and stopped them covering a pro-Tibet protest, witnesses said, in the latest case of interference with media freedom at the Beijing Olympic Games.
Uniformed police pounced on John Ray, China correspondent for Independent Television News (ITN), shortly after protesters unfurled a pro-Tibet banner near the main Olympic complex, witnesses and the reporter said.
His cameraman Ben England was also manhandled and prevented from filming the protest, they said.

Police officer who beat suspect on tape quits
One city police officer resigned and two more were placed on administrative leave after a dashboard camera captured images of them punching and kicking a handcuffed man in the face.
On May 26, Officer Louis Schwartz had pulled a car over outside a CVS pharmacy at 6800 South Dixie Highway when a pharmacy clerk told him a man in a black ski mask looked like he was about to rob the store.
As Schwartz walked in, the man, later identified as Pablo Gilberto Valenzuela, 42, of West Palm Beach, ran out through an emergency exit, turning to spray Schwartz with pepper spray as the officer gave chase, according to police reports.

DENVER - The Denver District Attorney's office has dropped its case against a man who was facing three years in prison for assault, after 9Wants to Know obtained and showed prosecutors a videotape of the man's arrest.
The Denver Police Department has also started an internal investigation.
On the video, which was shot outside Coors Field on the home opener of the Colorado Rockies game on April 4, undercover Denver Police detectives hit, kick and choke John Heaney.

A man died after Swissvale police subdued him with a Taser last night.
Allegheny County police said today they are investigating the incident, which occurred just before midnight on Hawthorne Avenue.
The deceased, Andre Thomas, was positively identified this morning by his parents, Dennis L. and Donna Thomas of Monroeville.

TOKYO (AP) -- Two Japanese journalists were briefly detained and beaten by police in western China, their companies and one of the men said Tuesday, triggering a protest by the Japanese government. Chinese officials later apologized.
They were working in Xinjiang at the scene of a deadly attack Monday on Chinese policemen when they were forcibly taken to a border police facility, said Shinji Katsuta, a reporter for Japanese broadcaster Nippon Television Network Corp.
"My face was pushed into the ground, my arm was twisted and I was hit two or three times in the face," he said in a phone interview broadcast on his station.
A photographer from the Tokyo Shimbun newspaper, Shinzou Kawakita, was also apprehended and roughed up, said a company spokesman who declined to give his name, citing company policy.

Two officers watched on.

Eight Minneapolis officers received medals in City Hall Monday for their valor in a botched raid that the city apologized for last year. That isn't sitting well with the family shot at multiple times by the officers.
"I'm shocked that they're receiving awards for that night," said Yee Moua. "My family is a mess right now. My [9-year-old] son, who saw the shooting, still has nightmares and has needed therapy. They've ruined a life, and I don't understand why they would get rewarded for that."

A quadriplegic man sued the Chicago Police Department in federal court Thursday, claiming officers yanked him out of the passenger seat of a car in 2006, dragged him to the ground and beat him up even though he kept yelling "I'm paralyzed."
"They were kicking me and punching me," Daniel Casares said. "I was scared for my life."
Casares, 28, can't use his legs and his right hand -- and his left arm and hand are "significantly paralyzed," said his attorney, Blake Horwitz.

WINNFIELD, La. — At 1:28 p.m. last Jan. 17, Baron "Scooter" Pikes was a healthy 21-year-old man. By 2:07 p.m., he was dead.
What happened in the 39 minutes in between — during which Pikes was handcuffed by local police and shocked nine times with a Taser, while reportedly pleading for mercy —is now spawning fears of a political coverup in this backwoods Louisiana lumber town infamous for backroom dealings.
Even more ominously, because Pikes was black and the officer who repeatedly Tasered him is white, racial tensions over the case are mounting in a place that's just 40 miles from Jena, La.---site of the racially explosive prosecution of six black teenagers charged with beating a white youth that last year triggered one of the largest American civil rights demonstrations in decades. And in a bizarre coincidence, Pikes turns out to have been a first cousin of Mychal Bell, the lead defendant in the Jena 6 case.

CHARLOTTE, N.C. -- A teenager died after being hit with a police Taser gun for 37 seconds, and the whole thing was caught on tape by surveillance cameras.
Authorities said that Darryl Turner had been in a confrontation with a supervisor at work at a North Carolina grocery store.
When Officer Jerry Dawson arrived, he fired his Taser gun at the 17-year-old and struck him in the sternum.

That's what a Cook County judge said in a ruling sure to rankle Chicago Police Supt. Jody Weis -- and please many in the rank and file.
In 2005, Officer William Cozzi was captured on a hospital surveillance camera beating Randle Miles about 10 times. Miles, then 60, was a drunk and unruly stabbing victim.

Fifteen Italian police officers and doctors sentenced to jail for brutally mistreating detainees after the 2001 G8 riots in Genoa were today celebrating their freedom after it became clear none of them would actually serve prison terms.
Defendants in Italy do not go to jail for most offences until they have exhausted all the appeals to which they are entitled – normally, at least two. And in this case, it emerged, the convictions and sentences alike would be wiped out by a statute of limitations next year.
Judges in Genoa announced the convictions late yesterday after 11 hours of closed-doors deliberations. Thirty other defendants were cleared of charges ranging from assault to the denial of basic human rights.

Arab MK: Indict police who beat Bedouin to death

Ra'am-Ta'al MK Talab El-Sana called on Public Security Minister Avi Dichter on Tuesday to press charges against the police officers who beat Sabri al-Jarjawi, a 25-year-old resident of the Bedouin city of Segev Shalom who died of his wounds over the weekend.
Addressing a press conference alongside Bedouin leaders and the victim's relatives, El-Sana said that the Israeli public regards Bedouins as enemies. "Had Sabri's name been Avi, all this would not have happened," he said.
On the night of March 21 of this year, al-Jarjawi and another friend, Ismail al-Mahrab, were lounging along the Dalilah Beach in Ashkelon. According to a statement given by al-Mahrab, the two men were sitting in a car when they were accosted by the detectives, who later identified themselves as police officers.
