Abrams as McCain's Top Foreign Policy Aide?

Not terribly surprising, but I have it from a reliable source that Elliott Abrams, currently Deputy National Security Adviser for Global Democracy Strategy who also heads the NSC’s Near East office, is regularly briefing the McCain campaign — Randy Scheunemann appears to be the main contact — and has told friends and colleagues that he is confident that he will get a top post in a McCain administration. Now, assuming Abrams is not talking through his hat, I very much doubt that a Democratic-majority Senate would confirm Abrams, who pleaded guilty to essentially lying to Congress during the Iran-Contra affair, to any position that required confirmation (especially as long as Chris Dodd, who clashed frequently and bitterly with Abrams when the latter served as Assistant Secretary of State for Inter-American Affairs under Reagan, remains alive). That would leave his current abode — the NSC — as his most likely destination. But he is already a deputy national security adviser. Does that mean that he thinks he will be THE Deputy National Security Adviser — in charge of the day-to-day operations of the NSC — or even THE National Security Adviser in the McCain White House?

Abrams is no fool, and his political instincts have always been very sharp, so, unless my informant is mistaken, I assume he has reason to feel confident about his future under McCain. If so, there can remain really very little doubt that McCain’s foreign policy will be thoroughly neo-conservative and very aggressive; a replay of Bush’s first term. After all, it was Abrams, backed by Cheney, who drove the isolation policy against Hamas (so much for democracy promotion!); it was Abrams who suggested to Israeli leaders that they extend the 2006 war with Hezbollah to Syria; it was Abrams who, for all practical purposes, undermined Rice’s efforts to get a Israel-Palestine framework agreement before Bush leaves office. Among many other things.

Bob Ney is fresh out of jail and is wondering out loud why he, of all the criminals around the Bush Administration and the Republican Party, was one of the few who ended up in the slammer. He suggests it may relate to this old story about the Bush Administration's efforts to bury the peace efforts made by the Iranians to the Bush Administration, efforts made through Farsi-speaking Ney, and efforts which were increasingly embarrassing to the neocons, not to mention out of line with the settler-movement's instructions that Iran should be an American enemy. The Iranian offer appears to have made it as far as Elliot Abram's desk, from where, if you can believe it, it has failed to resurface. You might be forgiven for believing that Abrams was committing treason by failing to inform Rice of an offer that could do the real interests of the United States - as opposed to interests of the settler movement for which Abrams really works - a lot of good. Ney may very well have gone to jail to prevent him from talking about Iran.

We travelled to Israel where Prime Minister Ehud Olmert said he decided not to meet with us because he did not wish to be seen as participating in any negotiations with Hamas. Actually, he had been contacted by Elliot Abrams from the NSC and ordered not to show any cooperation which suited us fine except that they took the “no cooperation” order too far and included security aspects in it. Probably everybody heard that Israel denied us security which was embarrassing for them when it hit the papers. Israeli President Shimon Peres was appalled as was just about everyone else but I thought it was just a misunderstanding. Anyway, Olmert and Sharon were the leaders of the opposition to the original Camp David Accords (they opposed returning the Sinai and lost the Knesset vote 85% to their 15%) and we had no prospect of meeting with him from the beginning.

(Abrams runs the Israeli-US connection much to the consternation of the State Department. All of the State Department negotiations with Abbas and such are a complete sham. After Condi gave a press conference in Israel last December saying that they had all agreed there would be no more settlements she got on her plane and before she landed in Washington, Israel had announced another 900 settlement units. Abrams wanted the news to greet her when she got home to show her who was really calling the shots. That’s Realpolitik.)

We met with a slew of other people including President Shimon Peres, Deputy Prime Minister Eli Yishai (who asked us to see if Hamas would meet with him concerning Shalit), representatives of 120 peace groups and our long time friend and Meretz Party chairman Yossi Beilin. Former Congressman Steve Solarz was with us and he knew everybody. When he represented Brooklyn, he represented more Jewish voters than live in Jerusalem. Haaretz, Israel’s largest newspaper wrote a very nice editorial condemning the snub by Olmert and urging the government to open direct negotiations with Hamas. They cited polls (which we had seen) showing 64% of the Israelis supported our position of engaging Hamas to jumpstart the Roadmap negotiations. Nobody anywhere could tell us of any progress being made in the Annapolis follow-up talks now going on, including people directly involved in the negotiations. We urged Abbas’s people to go public with that and I’ve seen some newspaper articles today and yesterday showing that he has gone public.
