The "Shalit affair" is being delayed for cynical ends, writes Khaled Amayreh in Ramallah

Hamas has accused Israel of "dragging its feet" and "showing little seriousness" about negotiating a prospective prisoner swap deal whereby Israel would free hundreds of Palestinian political and resistance prisoners in exchange for Hamas releasing an Israeli occupation army soldier captured by Palestinian fighters near Gaza two years ago.

Israeli Prime Minister Ehud Olmert said he would like to speed up the negotiations with Hamas on a swap deal. Olmert was quoted as saying that he instructed all those who are involved in the negotiations with Hamas "to do what is necessary" so that the talks can progress as quickly as possible.

However, the Israeli government, especially the intelligence and security establishment, seems generally opposed to freeing hundreds of prominent Palestinian prisoners on the grounds that such a step would boost Hamas's popularity, mostly at the expense of the Ramallah-based Palestinian Authority (PA) regime.

One hour before it's dark

Israeli military establishment decided to stop power supply and fuel to Gaza. Since Thursday, food and huminitarian aid are not allowed in. Very soon life will come to a standstill. Water will not be pumped for a even drink. My step son is on ventilator for asthma every night. What will happen to him when our generator is not running any more? What will happen to hospitals, vaccines and blood banks? What will happen to patients on dialysis machines, and to babies in incubators?

Before it is dark and when there is no communication with the world, I want to tell you that current Israeli policy of squeezing on has the aim of pushing Egypt to open its borders with Gaza and bring the situation to prior 1967. Israel will then close its borders with Gaza, separates the Strip from the West bank and destroys the peace proposals of one state or two states. In short Israel is fulfilling the Sharon unilateral withdrawal strategy. If Egypt fails to open its borders with Gaza, Israel will push us through Rafah towards the Sinai desert. Wait for the exodus.

“But what if nobody takes notice?” is the question posed by Robert Malley and Hussein Agha in an article in the recent New York Review of Books concerning the putative ‘shelf agreement’ being discussed between President Abbas and Prime Minister Olmert. A ‘shelf agreement’ is an exercise in outlining some principles for the settlement of the Palestinian issue, rather than to attempt a full solution. It is a document, the culmination of the Annapolis process, intended not for implementation; but rather immediately to be set aside — on the ‘shelf’ — whilst all parties, Bush, Abbas and Olmert declare the document to represent a huge triumph — whilst shamelessly waving this Chamberlinesque ‘peace in out time’ paper before their electorates in order to ‘help’ in their respective elections, or to cement legacies.

Israel is expected to go to parliamentary elections shortly — whether or not Olmert survives the threat of a criminal indictment hanging over him. Olmert’s strategy has been to persuade Israelis that the ‘agreement’ is somehow an achievement. And in one limited sense, it may be seen by Israel to be an ‘achievement’. But not in bringing any change on the ground: the Occupation and the grinding life of Palestinians will continue as before. Indeed almost all Israelis and Palestinians understand that the much fêted ‘shelf agreement’ will be inoperable — neither Olmert nor Abbas can implement it, even if they wished so to do.

Change will be shelved. Olmert’s ‘achievement’, if it comes, will be in terms of pocketing further Palestinian concessions:

Concessions on the Right of Return for refugees; on settlements; and in ambiguity on borders and Jerusalem. This is the ‘gift’ that President Bush hopes to present to Israel on its 60th birthday this year. Mahmoud Abbas may believe that Palestinians, desperate for any hope, will endorse it — and throw a lifeline to Fateh, Abbas’ fractured movement — in elections due in 2009. And Bush will have a ‘legacy’.
